US climate legislation still plodding

Washington experts believe US federal legislation for a carbon market could begin to take further steps toward approval this summer.

Environmental attorney Bill Bumpers, a partner at Baker & Botts, told an audience at The Wall Street Green Trading Summit in New York on April 9, that the front-running Lieberman –Warner climate bill in the US Senate “is likely to go before the full Senate in June or July.” The bill was approved the sub-committee of the senate Environmental Public Works Committee last November.

The bill is significant because, if passed, it will create a cap-and-trade carbon market for the US....
