Cap-and-trade will be tough to pass into law, says CFTC commissioner Chilton


Bart Chilton, commissioner at the Commodity Futures Trading Commission, said he believes passing new legislation to create a carbon exchange traded scheme will be difficult to deliver into law. However, he urged politicians to introduce the emission trading scheme, which he described as the “most important thing that we have never done”.
