Theodore Roosevelt IV, chair of the Pew Center on Global Climate Change, told reporters at the UN Climate Change Conference in Copenhagen yesterday that the US was “tantalisingly close” to getting cap and trade for carbon dioxide through the Senate.
But he made it clear that there was still a hard political battle ahead, whose outcome was uncertain.
“I believe the Senate can pass climate change legislation but the president will have to use his political capital,” he said.
The likelihood of a bill going through would be strongly influenced by what happens with healthcare reform in America, he said.
